How the International Security can be Achieved

Lack of moral values are main source of worsening world security. Without solving this phenomenon, efforts of combating violence, military conflicts and terrorist threats cannot bring positive results.

In 2014, we started to work on new public policy proposals with a potential to substantially increase international security. These pages are dedicated to present results in a field of foreign policy and defence suitable for small country as Slovakia. New proposals are based on the following:

  • Searching and promoting of the universal values for strengthening peaceful cooperation and development among nations. They will be used in crisis situations for identifying what actions result in fuelling violence, and what measures have potential to bring success. Especially for a small country it will be important to stick to the UN principles of neutrality.

  • We are highly concerned to see, that no country in EU is capable to protect itself against all current threads without the presence of US military. "Feeling of safety" led to the unwillingness to invest into own effective defence. It is not possible to rely on high expenses of someone else. Current approaches endanger all Europe.

  • New defence strategy. As technologies advance, efficiency and effectiveness of home defence based policy prevails over capacities to wage war in distant territories. Infrastructure of classical armies (barracks, armed vehicles, helicopters, planes, etc.) needs extremely costly protection. It is practically useless against population guarding their own homes. One small hand-arm can now destroy large and expensive military equipment. Our experience show that any country, including small one, is fully capable to defend itself against all current threads. No benefit from attacking such country can possibly compensate costs of doing that. Experience from Afghanistan, Vietnam or unwillingness to send ground troops to current war zones proofs, how difficult is to win over this type of defense.

  • This project proposes building home-defence mechanism as the additional layer of protection to the current professional army. We propose to build it by small steps, on voluntary basis. Very important will be to ensure strict moral values among its members. Existing institutions (tests) for those holding legal arms can be used. Membership in home defence structures shell be act of honour. It shell be organisation of elites, with highest principles to protect those who cannot protect themselves. Whoever shows moral defect or misuses power, shell face risk of losing his privileges.

  • Special focus will be put to decrease the risk of misusing home defence, using the best experience from countries where similar mechanism exist (Switzerland, Norway, USA, etc.). For the exchanges, those countries can benefit from future cooperation and increased stability in Europe as well.

  • We are aware, that some extremist parties are using the rhetoric of building "self defence" as well. This makes situation even more serious: not building such structures now brings more support to them. Once they will come to the power, they will build their version of "home defence", based on extremism and xenophobia, with no protection mechanism at all.

 

Examples of globally accepted values

Right for life

Right for life belongs to basic human rights accepted in most countries. Many conclusions can be drawn:

  • Using mortal arms as a tool of reaching one´s goal shell not be accepted. Killing often results in other killings starting the chain that is not easy to stop. It will promote uncontrolled criminal actions of individuals on both sides of the conflict, covered under the chaos, feeding the propaganda and producing even more chaos and violence.

  • Right for life means also the right for defence. Using mortal arms are therefore allowed in order to stop attackers threatening life. The same applies to the Peace Corps employed in foreign territory to protect no-arms zone. On official invitation, army of one country can help army of another country to disarm, push back or intern foreign invaders.

Right of every nation do develop freely

  • For any subject of one state it is forbidden to use force against government of another state. That should also apply for providing foreign military support (arms, funds, etc.) for rebels against government. Such efforts can destabilise the country. Under the conditions of free development, no dictator can stay for a long time without the support of majority of its citizens (who give him votes, form his army, etc.).

  • Where civil war already started, it is necessary to ensure blockade preventing delivery of arms to any of the belligerents. Preventing supply of arms will help extinguishing the war.

  • The principles of rights of nation to develop freely is related not only to forbidding military influence abroad, but it relates to building capacity for protection own countries against foreign powers.

 

Conclusion

The above mentioned principles shell raise discussion questioning appropriateness of many of the currently used war techniques such as bombing the leader´s house in order to kill or destroying air defence systems of foreign state. They shell also call for the preference of defensive capacities over capabilities of army deployment far away outside the country. Especially for small countries protection, building defence army is far more efficient and effective as building attack armies.

Rights and obligations of above mentioned principles are very close to the rights and obligations of a neutral country. They shell have higher priority than any obligations arising from the possible membership in military alliances. From that reasons, important part of this project is achieving neutrality in Slovak Republic and the possible cooperation with other neutral countries, especially Austria and Switzerland.

Defence capabilities - an obligation of any neutral country - will be strengthened by introducing the home guard type structures operating in coordination with existing professional army. The proposed home guard structures will have strong link with strict moral criterions and tests. They can be employed to prevent any kind of risks including natural disasters. Experience from another countries where such structures already operate (Switzerland, Norway, USA, etc.) will be used.
